Declare a National Debt Emergency on Day 1. Commission a full forensic audit of all public debt — tracing every shilling: which loans, which projects, who approved them, who benefited. Establish a Public Debt Dashboard for real-time citizen monitoring. Cap future borrowing at 55% of GDP. Prosecute anyone who misused borrowed funds through asset recovery and imprisonment.
